Job Description

What We Are Seeking:

The Iowa Department of Public Defense is looking to fill anAccounting Bureau Chief (Accountant 4)to assist the state. This position will serve as the Accounting Bureau Chief under the supervision of the State Comptroller of the Department of Public Defense. The Accounting Bureau Chief is responsible for maintaining accountability of all funds and payroll supporting operations within the Department of Public Defense.

What You’ll Do:

Leadership and Supervision:

Serve as a key member of the leadership team in the State Comptroller Office. Work with other members to set a positive culture within the office and collaborate with managers in other department offices to maintain cooperative relationships between teams. Be a mentor to junior staff. Supervise and manage staff in all day-to-day operations in the accounting bureau. Responsible for assignment, review, and evaluation of staffs' work. Recommend personnel actions relating to hiring, performance, and disciplinary procedures. Make approval decisions regarding leave requests. Ensure that each employee has a current PDQ, job description, performance plan, and annual performance evaluation. Develop and maintain necessary policy and procedure manuals to reflect the operations of the accounting bureau. Work with department staff to ensure training and compliance with policy and procedures.

Accounting:

Daily management of accounting (accounts payable, accounts receivable, billing, fixed assets, recording of capital projects) and payroll functions for DPD and ILEA in accordance with Generally Accepted Accounting Principles. Manage, recommend, and implement changes to the accounting system and procedures to ensure compliance with state and federal laws and procedures, the Department of Administrative Services - State Accounting Enterprise (DAS-SAE), Department of Management (DOM), and recommendations from the State Auditor's Office. Ensure that claims and receipts are paid and deposited properly, in a timely manner, and to the proper accounts. Provide assurances that financial records are maintained in accordance with state policy and good business practices. Ensure that payroll is updated accurately and timely and that all employees are paid correctly.

Fixed Assets:

Ensure the Department's fixed assets control system complies with the state laws and allows for control of the Department's fixed assets. Ensure assets purchased with federal cooperative agreements and grants are properly identified in the accounting system and accounted for as required by both the state and the granting organization. Coordinate with the State Property Book Officer to verify an annual audit is conducted and additions and deletions are properly accounted for. Work with lead accounting staff to ensure that capital assets including Construction in Progress is correctly updated annually for GAAP report.

State Active Duty:

Supervise the State Active-Duty claims payment program to ensure compliance with Code of Iowa Chapter 29A and Federal Emergency Management Agency (FEMA) disaster Stafford Act regulations. Coordinated EMAC reimbursement requests as necessary. Review the preparation of tax statements for state and federal withholding and ensure that all tax deposits are made in accordance with Internal Revenue Service guidelines. Responsible to oversee the administration of required financial actions when members incur injury, illness, or death in the line of duty.

Financial Reports:

Ensure the development of all federal and state financial reporting requirements are in compliance with applicable regulations. Prepare additional financial reports as directed by management. Monitor and maintain accounts on a monthly, quarterly, or other frequency basis.

Customer Service:

Ensure customer satisfaction to all internal and external customers, including vendors, contractors, tenants, IDVA, ILEA, MCA Program Managers and Budget Analysts, USPFO, auditors, and others. Validate satisfaction with timeliness and efficiency of work products accomplished by Accounting and Payroll staff.

Other:

Work with staff at state and federal fiscal year-end to ensure a smooth closeout process; review and monitor monthly and quarterly cost allocations to make sure completed in a timely manner; review CPP cost allocations; assist with GAAP package review; attend and represent the department at various meetings.

Location and hours: Camp Dodge - 7105 NW 70th Ave, Johnston, IA 50131.

Flexible schedule – 40 hours a week – some telework.

Minimum Qualification Requirements

Graduation from an accredited four year college or university with satisfactory completion of a minimum of twelve semester or equivalent hours in accounting coursework and four years of responsible experience in accounting, accounts examination or verification, budgeting or closely related fiscal experience with a governmental agency, public accounting firm or private industry; two years of which involved supervisory responsibility over a major functional accounting area similar in scope to that associated with an Accountant 3 with the State of Iowa;

OR

substituting one year of work experience in the above areas for each year of the minimum educational requirements (thirty semester or equivalent hours equals one year);

OR

any combination of qualifying post high school level education and experience which totals eight years; no substitution for the two years of major supervisory responsibilities;

OR

substituting graduate level coursework in accounting, business administration, or finance for each year of the required experience to a maximum of two years on the basis that satisfactory completion of 30 semester or equivalent hours of completed graduate level coursework is equivalent to one year of experience;

OR

Certified Public Accountants may qualify with three years of the required experience;

OR

employees withcurrentcontinuous experience in the state classified service that includes the equivalent of twelve months of full-time experience as an Accountant 3 shall be considered as qualifying.
